Center for Neural Communication Technology
Organization
The NIH NCRR requires that its Centers have several basic components: internal research projects, collaborative research projects, and service to external investigators in the form of distribution and training. The organization of the Center for Neural Communication Technology (CNCT) will be described here with links to more details on individual projects.
The underlying goal for all of the work conducted by the CNCT is to make multichannel recording and stimulation devices available to researchers which will enable them to more efficiently communicate with the brain. Micromachined electrodes offer the potential to extend small ensemble studies to tissue volume studies consisting of dozens if not hundreds of cells.

Internal Research Projects
There are three internal research projects under the Center which are designed to enhance the capability of the base technology:
Project 1, Extensions of Micromachined Microelectrode Technology : Extend the basic structure of the device to include fluid carrying channels for delivery of fluids to tissue volume, and/or to lesion at recording/stimulation site locations.
Project 2, Biological Neural Networks: Develop techniques for data acquisition from and analysis of neural circuits in the volume surrounding arrays of recording devices. The direction which has been proposed for this project over the next grant period will be to study the relationships between the physical characteristics of the devices and the architecture of the neural tissue to rationalize the process of design and experimentally explore and model the deterioration of chronic implants over time to improve their behavior. Project 3, Morphological Visualization and Assessment : Explore the envelope of tissue surrounding stimulation, recording and/or chemical delivery probes for histological evidence of deterioration of probe performance which has been observed electrophysiologically in vivo.

Collaborative Research Projects
In addition to internal projects, there are multiple collaborative research projects with investigators outside the Center. Collaborators contribute significantly toward improving and expanding the use of the technology in areas including optimization of device designs, evaluation of chronic connectors, interconnects and cranial chambers, improvement of implantation methods, development of protocols for chronic electrode site maintenance, testing of advanced devices, and exploration of new application areas.

Service
Service to investigators outside of the CNCT is provided in the forms of distribution of probes, and training in their use.
Distribution has been a key component of the CNCT since its inception. In fact, it provided the main motivation for applying for the first NIH NCRR grant in 1994. To receive probes, we require that investigators fill out an application. Details of the variety of devices which we offer to the research public are outlined in a catalog. Standard devices are provided packaged appropriate for acute use. Prior to receiving additional batches of probes, we require the submission of a feedback form so that we may track progress and use the data to better understand and improve the technology.
The CNCT offers several training opportunities to provide education and experience in the design, handling and application of multichannel probes.

With support from the NIH/NCRR, the Center for Neural Communication
Technology (CNCT) is able to offer a variety of probes to
neuroscientists. The fabrication process for these probes gives great
freedom in their design for recording and stimulation in the central
nervous system. Their small size and fine features permit multichannel
interaction with the tissue on a scale that approaches the size of the
cells of interest.
While the probes are not the perfect tool for every application, they do
offer several advantages over conventional electrodes. These include
batch fabrication which leads to very reproducible geometrical and
electrical characteristics, the ability to include multiple sites on a
single substrate at accurate dimensional relationships to one another,
the capacity to integrate a multichannel interconnect for chronic
applications, the potential for inclusion of on-chip electronics for
signal conditioning and/or stimulus generation, and the ability to
produce virtually any two-dimensional shape. The extensive design
freedom offered by the technology has resulted in a variety of different
probes which should satisfy the needs of investigators in many different
disciplines. If you would like to receive probes from the CNCT, please
fill out an application form .
The distribution of passive probes to investigators both internal and
external to the University of Michigan began in late 1988. One of our
goals has been to obtain information on how the probes perform in a
variety of applications, and to use this information to further optimize
their design. The probes are currently available free-of-charge through
support from the NIH National Center for Research Resources. The only
method of "payment" which is currently required from users is feedback
on probe performance to aid in the continuing effort to better
understand and improve the technology.
Acute Probes
Since acute probes are generally available in greater numbers, are
simple to package, and are easy to handle, they are a good entry point
to using the technology. A schematic of an acute probe and its basic
features is shown in Figure 1. The different acute designs offered in
the catalog (available for download in pdf format, or email
jfh@umich.edu for a hardcopy) vary in the number of shanks, the length
and width of the shanks, and in the spacing and surface area of the
conductive sites.
Acute probes are mounted and electrically connected to PC boards using
ultrasonic bonding as shown in Figure 2. Exposed connections are
stabilized and insulated with epoxy. The pins on the PC board mate
directly to standard integrated circuit DIP sockets permitting easy
handling and connection. Such a socket is mounted on the front end of
our custom-designed preamplifier (see below) and connected to high-input
impedance amplifiers. The preamplifier is designed to be mounted on a
microdrive directly above the animal preparation. In this way, the
entire electrode package can be lowered to the preparation with minimal
handling and precise electrode insertion can be achieved. This acute
packaging scheme has proven to work well for most preparations and is
provided as a standard item. We will, however, provide custom acute
packaging for users who provide their own connectors.
Once packaged, the probe site impedances are tested at 1kHz in saline.
The investigator is provided with the impedance characteristics for each
probe, and a site map which relates the sites on the probe to the pins
on the PC board. Maps are also available for download. Probes are
typically provided in groups of 6-10.
Chronic Probes
Many investigators are interested in performing chronic experiments. We
currently offer chronic probes only to CNCT collaborators and to
investigators who have gained experience with acute probes and who are
willing to work with us to understand and improve chronic recordability.
Recording sites on chronic probes tend to increase in impedance and
degrade in recording quality over time. Internal Research Project 2 is
aimed at understanding this degradation, and developing ways to prevent
or remedy it. We hope to bring chronic probes into the general
distribution effort in the near future.
For a floating electrode configuration, chronic assemblies utilize a
probe with an integrated flexible silicon ribbon cable as the
interconnect (Figure 3). In this configuration, the probe shank is
inserted into tissue and the flexible cable forms the interconnect to
the percutaneous connector. Probes have also been packaged for
investigators in non-floating chronic configurations. In this case, a
non-cabled probe is attached directly to the percutaneous connector.
Custom Design
Some investigators wish to obtain devices which are designed
specifically for their application. In fact, many of the devices in our
catalog are based on designs that were submitted by investigators
external to the CNCT. Custom design is a service which is offered by the
Center to investigators who, through experience with existing designs,
have determined that a special design is required for their study. New
design runs occur approximately once a year with up to 20 designs per
run.
Site Impedance: Testing and Reduction
The probes in the CNCT catalog have sites of two surface areas: 177
and 1250 sq micrometer. Typically, the smaller sites are used for
recording and the larger for stimulation. All sites are made of
sputtered iridium. Typical impedance ranges are 2 to 3 megohms for
recording sites and several hundred kohms for stimulation sites.
When you receive packaged probes from the CNCT, you will also
receive a data sheet with 1kHz site impedances. The measurements
are made in phosphate buffered saline using an HP 4194A Gain/Phase
analyzer. If users wish to bond their own probes or modify the
sites in any way, an AC impedance tester is recommended. In
choosing or building a system, it is important that current passed
through the probe site is very low. There are several suitable
systems commercially available including one by Frederick Haer
(#40-60-2) which uses 10nA measurement current). Iridium sites can
be modified electrochemically to increase their current passage
capabilities, or to decrease their impedance. This is done through
formation of an oxide on the surface by cycling a voltage across
the iridium/electrolyte interface. The process is known as
activation . The resulting iridium oxide has a high charge
capacity, is resistant to dissolution and corrosion during
stimulation, and has a lower impedance than pure iridium.
Activation is required for those users who will be passing appreciable
current through the sites to prevent deterioration of the metal. The
charge injection limit of activated iridium is several hundred times
that of unactivated iridium. Activation also has merits when applied to
recording electrodes; for those users who wish to reduce and impedance,
small sites can be reduced by several orders of magnitude. This may be
especially important when minimizing crosstalk is critical such as for
CSD analysis and when a long probe shank is required.
Amplifiers
Use of an appropriate headstage amplifier is critical to maximize signal
quality from the small, high impedance sites on the probe. Important
characteristics for such a headstage include high input impedance and
close proximity to the probe to minimize signal loss and crosstalk, and
low bias current to prevent damage to the sites. At the University of
Michigan Kresge Hearing Research Institute, probes are used with custom
built high impedance buffer amplifiers (Figure 4). The design uses the
Texas Instruments TLC2274CD quad op amp in a DC coupled, non-inverting,
unity gain configuration. The design incorporates SOIC packages and
surface-mounted passive devices on a double-sided printed circuit board
to minimize the size of the final package. The probe can be connected to
the board with a standard DIP socket.
A 10kohm resistor in each input circuit protects the op amp from damage
by static discharge. A 100ohm resistor in each output circuit prevents
oscillation when driving long cables. To prevent oscillations, increase
slew rates, and lower output noise, 4.7 mfd tantalum capacitors, in
parallel with 0.1 mfd ceramic capacitors, are connected as close as
possible between each of the TLC2274 power supply pins, and the power
supply common. The headstage can be powered from an AC/DC power supply,
or from batteries. The power supply voltage range can be +/- 2.2 VDC to
+/- 8 VDC at 1.5mA per channel. The power supply common can be connected
to earth, or isolated. If isolated, an isolation stage must be provided
in a secondary amplifier.
An aluminum case protects the circuit and provides electrical shielding.
The case is mounted on a non-conductive rod to isolate it from the
micromanipulator. The headstage case and connecting cable shield should
be connected to earth for best shielding from 60 Hz pickup. If the
headstage power supply is to be isolated, the case should be
electrically isolated from the experimental animal.

What is organized-stalking? "I will be explaining something that resembles insanity, but isn't insanity, yet is caused by those who are insane."

So what is this monstruosity called 'Global Persecution, Torture and Murder Programme', most commonly known as organized-stalking/terrorist-stalking/gang-stalking? Upon surfing the internet far and wide, I came across many explanations for this monstruous phenomena. Some activists/targets perceive it as government-backed terrorism, some as an extra-judicious corrections system, some as an indoctrination system, while others as an organized-crime wave. Mark M. Rich, author of 'Hidden Evil', makes the claim that the program has been created by the Global Elite behind the New World Order, thus part of a dictatorship, and is inteded to anihiliate the spiritually awake.
I believe they are all in the right for this program is indeed government-backed terrorism, it is also an extra-judicious corrections system (though the judged and condemned are not necessary guilty of any crime), a global system of indoctrination, and a vehicle for the world-wide extermination of the 'unwanted'. Furthermore, we may also safely qualify it as a gigantic global crime wave for crimes are being committed regularly, including attempted murders and murders. Truly, this Global Persecution, Torture and Murder Programme is a multi-purpose program, but I believe the program itself, due to its global nature, serves a larger scope: TO BRING EVIL AND SATANIST FUNDAMENTALS TO EVERY DAMNED CORNER OF THE WORLD.
1. Anihiliation System: a secret holocaust
The program is a psychological warfare method by which people can be exterminated with little or no evidence. Insane people, using near-insanity proxies (perpetrators) drive targets into insanity, suicide or murder. The US Post, where predecessors of this program were tested there were altogether 24 suicides, murder/suicides and murders.
2. Indoctrination System: the indoctrination of civilian population on satanist fundamentals and psychopathic behavior

3. Government-backed terrorism: executed through our governments, secret services and police
First of all, the difference between 'preemptive war' and 'preventive war' is that while the former falls within the framework of international law, the latter qualifies as war crime similar for which German leaders were prosecuted, indicted and executed at Nuremberg. Preemptive war, or preemptive attack, is a justified attack to eliminate an imminent threat, such as a AK270 huclear warheads or WMD laden aircraft heading toward Nova Scotia and not heeding to Canadian stop warning. Preventive war, on the other hand, is "the use of military force to eliminate an IMAGINED OR INVENTED THREAT, so that even the term preventive is too charitable". We can also refer to it as "anticipatory self-defence to an imagined or invented threat".
Secondly, there is the issue of terrorism versus counterterror/resistance. By definition the two are nearly identical, which I find odd because its like saying my breasts and Paris Hilton's breasts are identical as they are both breasts. Closer examination will indeed reveal that while Hilton's breats are sized 34A and pear-shaped, mine are sized 36-38C and apple-shaped. Now ask any man, whether that makes any difference or not. By definition terrorism is the calculated use of violence or threat of violence, thus, intimidation, coercion, instilling of fear, to attain goals that are political, religious or ideological in nature. The definition of couintertetrror is essentially the same, even though there is a marked difference between terrorism and counterterror applied out of resistance. People forcibily deprived of their freedom, self-determination and independce, especially those under colonial or racist regimes, or foreign occupation, have the right to resistance. Foreign occupation can be military occupation, financial occupation or ideological/political occupation. Counterterror in such instances, according to intenrnational consensus, does not quilify as terrorism. Two expecptions to international consensus are Israel and the USA. The US-supported racist South-African appartheid's enemy Nelson Mandela and his African National Congress, and the Palestinian Hezbollah fighting israeli racist colonial military occupation were, and are, two examples of legitimate resistance counterterror. By definition, in these two instances, terrorism is being committed not by the palestinians or the African National Congress, but rather Israel and the USA.
Thirdly, the New World Order is a political and religious ideology. Truly, it is the most bizarre ideaology that ever sprang out of the mind of man. It is a hibrid ideology that combines satanism, straussism, liberalism, fascism, communism, totalitarianism and faraoism. Some call it insanity. I call it insanity of the marginalized and the isolationist mentally ill few.
Now that out of the way, the Global Persecution, Torture and Murder Programme, had been created by the US military and the CIA, with the assistance of KGB and Stazi experts, and the program itself is being exexuted through our government agencies, such as secret service and homeland security agencies, and the police. This then means that it is a government thing with politicial means. The world had formed into a New World Order as announced on October 11, 2001, just one month following the terrorist attack on the WTC towers. Our governments are now largely under the leadership of a 'shadow government', the Global Elite who had actually created the New World Order. So what we have so far is a government-backed/sponsored politically and ideologically motivated monstrousity. Within the framework of the Global Persecution, Torture and Murder Programme, murder, attempted murder, the instilling of fear, economic violence and similar tactics are being utilized.
Targets are not terrorists, nor are they rebells or revolutonaries, they are not planning to overthrow any governments. They are not armed. It cannot be projected at all that they will in the future arm themselves and turn into terrorists or attempt to overthrow the government. So then, what the heck does this leave us with? It leaves us with the conclusion that the Global Persecution, Torture and Murder Programme is state terrorism and that the groups themselves are terrorist groups who commit all kinds of violence, murder, intimidation in the name of furthering the New World Order political and ideological system.
4. Extra-Judicious Corrections System: judged, prosecuted, executed ... and innocent
What gives you the right to be, not just judge and jury, but prosecution? To say nothing of chief prison officer and parole board. Might there not be the slightest element of bias in your current appraisal of a sensitive situation? Are you really able to stand back and evaluate all claims and explanations with supreme objectivity? Common sense tells us to consult a bit more widely before reaching a potentially irreversible decision. Perhaps others in the world are seeing the situation from a very different point of view. Their testimony should be taken into account. Especially because they are the targets of your judgement and prosecution. Or you rather kill them than recognizing it is your own prejudices, envy, racism, hatred and mistaken world view that is at work here?

What is organized-stalking? "I will be explaining something that resembles insanity, but isn't insanity, yet is caused by those who are insane."

So what is this monstruosity called 'Global Persecution, Torture and Murder Programme', most commonly known as organized-stalking/terrorist-stalking/gang-stalking? Upon surfing the internet far and wide, I came across many explanations for this monstruous phenomena. Some activists/targets perceive it as government-backed terrorism, some as an extra-judicious corrections system, some as an indoctrination system, while others as an organized-crime wave. Mark M. Rich, author of 'Hidden Evil', makes the claim that the program has been created by the Global Elite behind the New World Order, thus part of a dictatorship, and is inteded to anihiliate the spiritually awake.
I believe they are all in the right for this program is indeed government-backed terrorism, it is also an extra-judicious corrections system (though the judged and condemned are not necessary guilty of any crime), a global system of indoctrination, and a vehicle for the world-wide extermination of the 'unwanted'. Furthermore, we may also safely qualify it as a gigantic global crime wave for crimes are being committed regularly, including attempted murders and murders. Truly, this Global Persecution, Torture and Murder Programme is a multi-purpose program, but I believe the program itself, due to its global nature, serves a larger scope: TO BRING EVIL AND SATANIST FUNDAMENTALS TO EVERY DAMNED CORNER OF THE WORLD.
1. Anihiliation System: a secret holocaust
The program is a psychological warfare method by which people can be exterminated with little or no evidence. Insane people, using near-insanity proxies (perpetrators) drive targets into insanity, suicide or murder. The US Post, where predecessors of this program were tested there were altogether 24 suicides, murder/suicides and murders.
2. Indoctrination System: the indoctrination of civilian population on satanist fundamentals and psychopathic behavior

3. Government-backed terrorism: executed through our governments, secret services and police
First of all, the difference between 'preemptive war' and 'preventive war' is that while the former falls within the framework of international law, the latter qualifies as war crime similar for which German leaders were prosecuted, indicted and executed at Nuremberg. Preemptive war, or preemptive attack, is a justified attack to eliminate an imminent threat, such as a AK270 huclear warheads or WMD laden aircraft heading toward Nova Scotia and not heeding to Canadian stop warning. Preventive war, on the other hand, is "the use of military force to eliminate an IMAGINED OR INVENTED THREAT, so that even the term preventive is too charitable". We can also refer to it as "anticipatory self-defence to an imagined or invented threat".
Secondly, there is the issue of terrorism versus counterterror/resistance. By definition the two are nearly identical, which I find odd because its like saying my breasts and Paris Hilton's breasts are identical as they are both breasts. Closer examination will indeed reveal that while Hilton's breats are sized 34A and pear-shaped, mine are sized 36-38C and apple-shaped. Now ask any man, whether that makes any difference or not. By definition terrorism is the calculated use of violence or threat of violence, thus, intimidation, coercion, instilling of fear, to attain goals that are political, religious or ideological in nature. The definition of couintertetrror is essentially the same, even though there is a marked difference between terrorism and counterterror applied out of resistance. People forcibily deprived of their freedom, self-determination and independce, especially those under colonial or racist regimes, or foreign occupation, have the right to resistance. Foreign occupation can be military occupation, financial occupation or ideological/political occupation. Counterterror in such instances, according to intenrnational consensus, does not quilify as terrorism. Two expecptions to international consensus are Israel and the USA. The US-supported racist South-African appartheid's enemy Nelson Mandela and his African National Congress, and the Palestinian Hezbollah fighting israeli racist colonial military occupation were, and are, two examples of legitimate resistance counterterror. By definition, in these two instances, terrorism is being committed not by the palestinians or the African National Congress, but rather Israel and the USA.
Thirdly, the New World Order is a political and religious ideology. Truly, it is the most bizarre ideaology that ever sprang out of the mind of man. It is a hibrid ideology that combines satanism, straussism, liberalism, fascism, communism, totalitarianism and faraoism. Some call it insanity. I call it insanity of the marginalized and the isolationist mentally ill few.
Now that out of the way, the Global Persecution, Torture and Murder Programme, had been created by the US military and the CIA, with the assistance of KGB and Stazi experts, and the program itself is being exexuted through our government agencies, such as secret service and homeland security agencies, and the police. This then means that it is a government thing with politicial means. The world had formed into a New World Order as announced on October 11, 2001, just one month following the terrorist attack on the WTC towers. Our governments are now largely under the leadership of a 'shadow government', the Global Elite who had actually created the New World Order. So what we have so far is a government-backed/sponsored politically and ideologically motivated monstrousity. Within the framework of the Global Persecution, Torture and Murder Programme, murder, attempted murder, the instilling of fear, economic violence and similar tactics are being utilized.
Targets are not terrorists, nor are they rebells or revolutonaries, they are not planning to overthrow any governments. They are not armed. It cannot be projected at all that they will in the future arm themselves and turn into terrorists or attempt to overthrow the government. So then, what the heck does this leave us with? It leaves us with the conclusion that the Global Persecution, Torture and Murder Programme is state terrorism and that the groups themselves are terrorist groups who commit all kinds of violence, murder, intimidation in the name of furthering the New World Order political and ideological system.
4. Extra-Judicious Corrections System: judged, prosecuted, executed ... and innocent
What gives you the right to be, not just judge and jury, but prosecution? To say nothing of chief prison officer and parole board. Might there not be the slightest element of bias in your current appraisal of a sensitive situation? Are you really able to stand back and evaluate all claims and explanations with supreme objectivity? Common sense tells us to consult a bit more widely before reaching a potentially irreversible decision. Perhaps others in the world are seeing the situation from a very different point of view. Their testimony should be taken into account. Especially because they are the targets of your judgement and prosecution. Or you rather kill them than recognizing it is your own prejudices, envy, racism, hatred and mistaken world view that is at work here?

Federal law-enforcement officials, encouraged by this week's guilty verdicts in the Mafia commission trial in New York, say they will broaden efforts against labor unions controlled by organized crime.
Over the next few years, they say, the Justice Department and the Federal Bureau of Investigation will attempt to take control away from corrupt labor leaders by replacing them with court-appointed trustees.
''We want to sever the connection between organized crime and labor,'' said one senior Justice Department official. ''We're going after it.''
Similar to Earlier Move
Officials said the efforts would resemble those made by the department earlier this year in New Jersey, where a trustee was named to replace the executive board of Local 560 of the International Brotherhood of Teamsters. A Federal judge said the local was run by ''mob-controlled gangsters'' who had been linked to murder and other crimes.
According to Justice Department officials, the Government's victory in New York, where eight defendants were convicted Wednesday of operating a ''commission'' that ruled the Mafia throughout the United States, opened several important avenues of investigation, including new inquiries into links between unions and organized crime.
Prosecutors said the verdicts had encouraged union members, business leaders and others victimized by organized crime to come forward with information.
Importance of Trial Cited
''There's no way to overstate the importance of that trial,'' said Stephen S. Trott, the Associate Attorney General. ''It used to be believed that you could never get to the top of organized crime. Now we've exploded that myth.'' Mr. Trott would not say if prosecutors recently enlarged their efforts against corrupt unions.
But another Justice Department official, who asked not to be identified, acknowledged the broadened campaign and said it would focus on four large unions: the teamsters, the International Longshoremen's Association, the Hotel and Restaurant Employees and Bartenders International Union and the Laborers' International Union of North America.
In a report earlier this year, the President's Commission on Organized Crime identified the four as having ''histories of control or influence by organized crime'' and recommended efforts to place corrupt locals under court supervision. The unions have generally denied allegations of corruption.
The teamsters are known to be a particular concern to the Justice Department. The union's president, Jackie Presser, was indicted in May by a Federal grand jury on charges of embezzlement and racketeering in a purported scheme involving union employees who were paid even though they did no work. Mr. Presser pleaded not guilty.
Law-enforcement officials were reluctant to discuss details of their strategy against corrupt unions, saying they did not want to tip off individual labor leaders who might become targets in the investigations.
''Some of these guys are pretty dumb,'' said a Justice Department official involved in prosecuting organized crime. ''They still talk on telephones. I think we'd be crazy to let them know what we're doing.''
Threats and Reprisals
In the New Jersey case, a Federal judge, Harold A. Ackerman, imposed a trustee on Local 560 in Union City last June. He said evidence showed that the union leadership had intimidated the local's 8,000 members through murder, threats and illegal reprisals.
According to the judge, it was the first time elected union officials had been ousted and replaced by an outside trustee in a civil case. The local had been dominated by the Provenzano family for more than 25 years. A former president of the local, Anthony Provenzano, is serving a life term in prison for the 1961 murder of a union rival.
Last June Federal prosecutors in Manhattan asked a Federal judge there to name a trustee to take control of Local 6A of the Cement and Concrete Workers, contending that the union was dominated by the Colombo crime family. The request is pending.
The Federal racketeering law permits the Government to seek to replace a union's leadership when it is found to be corrupt.
Reports of Another Case
There have been indications from the Justice Department in recent weeks that another important case is imminent against the teamsters, the nation's largest union, with about 1.7 million members.
Department officials would not confirm the reports, but a lawyer with close ties to the department said prosecutors might soon attempt to oust senior union officials through the use of racketeering statutes.
The Organized Crime Commission urged law-enforcement officials to consider such a move, describing the influence of organized crime in the union as ''pervasive.'' According to the commission, the teamsters ''have been firmly under the influence of organized crime since the 1950's.
The case against Mr. Presser is still pending, as is a separate case brought against an F.B.I. agent who purportedly lied about his relationship with the union leader. The agent, Robert Friedrick, was indicted in May on Federal charges of making false statements. He has pleaded not guilty. Justice Department officials have said that Mr. Presser served for years as a Government informant, a charge the union leader has denied.
Law-enforcement officials stressed that the efforts against corrupt unions would be only one part of what they describe as a historic battle against organized crime.
Edward McDonald, a prosecutor with the Justice Department's organized crime strike force in Brooklyn, said in an interview that the verdict this week had damaged but certainly not ended the power of the Mafia. Like other prosecutors, he cautioned against overconfidence in the fight against organized crime families.
''What we're going to have to do is continue to make cases against the hierarchy of the major families in New York and throughout the United States,'' he said. ''We're not making any claims that we've rooted it out once and for all.''

The new TI Abuse Survey for July is here. I've added a "Voice to Skull" section in this one that I realized needed to have been in there. So far, it looks like interrogation is the most common Voice-to-Skull experience - 88%, followed by Threats - 77.7%

EMPOWERED INDIVIDUALS?
Here is an interesting email I received recently. What to call ourselves has been a topic of discussion for quite some time as noone I know relishes calling themselves a targeted individual.
This will make for an interesting topic of discussion:
Why do you allow the stalkers to define you by calling yourselves TI targeted individuals? Why not call yourselves VI - Victorous Individuals or Ei - Empowered Individuals or something like that. The Bible says that if we trust in God we can overcome adversity -- at the appointed time. Your thoughts?

TI EMIGRANTS
A few in our community have emigrated to other countries due to either resentment or seeking relief from OS/EH attacks or both. Recently, Regan formerly of the Phoenix area has emigrated to Canada after a wait of several years. When I talked to her a couple of weeks ago, she seemed ecstatic at the opportunity that had finally arrived. We all wish her well in her new location.
LAWSUIT UPDATE
We have heard from our lawyer Jon Wilson recently. And he and our paralegal, Lynn Weed are diligently working on our claim, which at this point is about 85% written. I have seen drafts from both Jon and Lynn and they both look very good. Jon is presently working on consolidating the two drafts. From all indications, we should be ready to file our case in court this year from within the next several weeks to 6 months.

On Saturday, July 25, 2009, from 12:00pm to 6:00pm at Berkeley Community Media, 2239 Martin Luther King Jr. Way in Berkeley, California, there will be a special taping of Elizabeth Adams' TV show "America Needs to Know" in the large studio. For this taping Elizabeth wants to assemble as many TIs as possible into a panel to discuss OS/EH and related topics. Already we have at least 3 TIs who plan to come up from LA for this event and she hopes to have others participate from the greater San Francisco bay area, the Sacramento area, and beyond.
She plans to tape three episodes covering the following topics:
1. Organized stalking, COINTELPRO, electronic harassment, and victim experiences.
2. Directed energy related health effects, skin burns, heart attacks, and suicides.
3. Organized stalking and electronic harassment of TIs' children, including infants and teenagers, and sudden infant death syndrome.
Other topics that may be discussed include secret societies, the Bilderberg Group, Tri-Lateral Commission, Illuminati and the New World Order.
On the night before the event, Friday, July 24, Elizabeth has reserved the Banquet Room in Oakland's Jack London Square's Buttercup Restaurant, 229 Broadway, Oakland, CA 94607, (510) 444-2976, from 6:00pm to 8:30pm. This will be an opportunity for us to meet, order a reasonably priced dinner (~$10), and discuss the show.
On Saturday, the day of the taping, please plan to arrive at the studio 15 minutes early.

For reference Elizabeth is producing a television show entitled "America Needs to Know" to be broadcast as one hour episodes on Berkeley community television beginning in July. She has scheduled 4 taping sessions for TIs to tell their stories. Dress professionally. We don't have to worry if we make a mistake because these are not live but just tapings and Elizabeth will edit them down into one-hour episodes, editing out any mistakes or non-credible sounding stuff. Still we should focus on sounding credible throughout so Elizabeth has as much material to work with as possible. Since we don't have any experts on this technology we're just going to discuss our personal experiences as victims. We'll appear on her show and discuss our targeting much as we do at the support meetings, on the conference calls, etc. You can choose whether or not you want to be on camera. Those who want to go public will be seated in front of the camera and those who wish to remain anonymous will be seated behind the camera so only their voices will be heard. We want to get as many different TIs as possible so we don't have to re-use TIs in subsequent tapings. More information about Elizabeth's television show is appended below. Court to Defendant: Stop Blasting That Man’s Mind!

Late last year, James Walbert went to court, to stop his former business associate from blasting him with mind-altering electromagnetic radiation. Walbert told the Sedgwick County, Kansas panel that Jeremiah Redford threatened him with “jolts of radiation” after a disagreement over a business deal. Later, Walbert, said, he began feeling electric shock sensations, hearing electronically generated tones, and getting popping and ringing sounds in his ears. On December 30th, the court decided in Walbert’s favor, and issued a first-of-its-kind order of protection, banning Redford from using “electronic means” to further harass Walbert. No, seriously.
I recently took part in a BBC Radio 4 program, which took a light-hearted look into the “the real Manchurian Candidate” — and examined whether there is any truth in stories of mind control. It gave me a chance to talk about exotic non-lethal weapon concepts like the so-called telepathic raygun, the system which beams sound directly into your skull, and the “voice of god” talking fireball. Most of these projects are just lab experiments, or examples of Powerpoint engineering. But in some legal, policy, and business circles, electromagnetic brain assaults are being taken seriously.
Walbert’s cause is supported by Jim Guest< /A>, a Republican member of the Missouri House of Representatives. He’s working on proposed legislation to addresses electronic harassment, including a bill against the forced implantation of RFID chips.
The U.N. is also now taking the possibility of electromagnetic terrorism against people seriously. And for the first time this year’s European Symposium on Non-lethal Weapons included a session on the social implications of non-lethal weapons, with specific reference to “privacy-invasive remote interrogation and behavioral influence applications.” Those who believe they are being targeted are getting a bit of official recognition.
For some, this opens up a new business opportunity. There are already quite a few companies out there offering “Technical Surveillance Counter Measures,” or sweeps to determine if you are the victim of electronic harassment. As well detecting the usual bugging devices, they can check if you are being covertly bombarded by microwaves which may be the cause of “headache, eye irritation, dizziness, nausea, skin rash, facial swelling, weakness, fatigue, pain in joints and/or muscles, buzzing/ringing in ears.”
Much of this trade may come from people with s ymptoms caused by something less exotic than high-tech military hardware. But companies will no doubt be willing to sell them expensive protection measures, anyway. And as awareness of these developing technology projects increases, we are likely to be hearing a lot more about “electronic harassment,” “gang stalking” and the like over the next few years.
And there is also likely to be what folklorists call “Ostension,” or acting out. Now that there are so many websites explaining how easy it is to harass people by zapping them with a modified microwave oven, sooner or later someone is bound to try it.
UPDATE: DYSFUNCTION IN NEW YORK STATE GOVERNMENT

ALBANY, N.Y. (AP) - Former New York City mayor Rudy Giuliani is
calling for a state constitutional convention to fix what he calls
New York's dysfunctional government.
Giuliani is making the case for a constitutional convention as
the state Senate remains mired in a power struggle that has halted
legislative action for more than two weeks.
A convention would give specially elected delegates broad powers
to change the rules controlling government in Albany. Staging a
convention would require approval from both the Legislature and the
state's voters.
Giuliani laid out his case in an opinion piece in The New York
Times on Wednesday. He says issues that could be brought up include
term limits, campaign finance reform and changes in the way New
York adopts its budget.

Russia’s FSB Reports Pop Icon Michael Jackson
Assassinated By CIA

FSB sources are reporting to President Medvedev today that American pop icon Michael Jackson was “most assuredly” assassinated by the US Central Intelligence Agency (CIA) after an examination of data transmitted by a Russian Military’s Kosmos 2450 satellite show “conclusively” that immediately prior to the music stars death in Los Angeles an electromagnetic pulse consistent in pattern to EMR weapons looted from the former Soviet Union by the United States was employed at the “exact coordinates” of the rock stars home.
To the type of technology being perfected by the US Military-Industrial Complex based upon former Soviet Union research used in these kinds of assassinations we can read about as reported by Cheryl Welsh, president, Citizens Against Human Rights Abuse, in her landmark 2001 report “Electromagnetic Radiation (EMR) Weapons: As Powerful As The Atomic Bomb”, and which says:
“A newly declassified U.S. Defense Intelligence Agency report says- extensive Soviet research into microwaves might lead to methods of causing disoriented human behavior, nerve disorders or even heart attacks.... A copy of the study was provided by the agency to The Associated Press in response to a request under the Freedom of Information Act. The Pentagon agency refused to release some portions of the study, saying they remain classified on national security grounds.”
Even more importantly, since Ms Welsh’s landmark report in 2001, the US has continued perfecting this insidious technology they’ve named Active Denial System (ADS), and as we can read as reported by New Scientist in their 2005 report titled “US Military seeks new non-lethal weapon; the prototype of the phaser?”, and which says:
“The US military is funding development of a weapon that delivers a bout of excruciating pain from up to 2 kilometres away. Intended for use against rioters, it is meant to leave victims unharmed. But pain researchers are furious that work aimed at controlling pain has been used to develop a weapon. And they fear that the technology will be used for torture.”
To the ‘final’ employment of these weapons [3rd photo, left] we can also read:
“In January 2007, Theodore Barna, an assistant deputy undersecretary of defense for advanced systems and concepts told Reuters that "We expect the services to add it to their tool kit. And that could happen as early as 2010”.
Apparently the military is still unsure about ADS after all the tests. Air Force Secretary Michael Wynne didn't help clarify the issue when he suggested that the military should use the “pain ray” at crowds in the United States before deploying it in Iraq. It would be hard to imagine that Americans would be feeling okay about trying such weapons on themselves even if they believe they are not lethal.
Wagner suggested a new nickname for the weapon; the “death ray”, since it’s well-known that exposing mammals to microwaves make them explode. He sent an email all around the U.S. in which he used a live example to prove his theory.”
To the reason behind the CIA needing to assassinate Michael Jackson, these reports continue, was an out of court settlement the pop icon signed with son of the king of Bahrain, Sheikh Abdullah bin Hamad al-Khalifa, this past November in London, and which stated, in part, that in exchange for millions of dollars previously lent to Mr. Jackson by the Sheikh, Mr. Jackson would allow his sold-out United Kingdom concerts to be a “platform” for warning the World of a soon to occur mass genocide event.
Both Michael Jackson and Sheikh Abdullah bin Hamad al-Khalifa have been long standing supporters of the fearless Austrian investigative journalist, Jane Burgermeister, who is warning the world that the greatest crime in the history of humanity is underway, and as we can read:
“Jane Burgermeister has recently filed criminal charges with the FBI against the World Health Organization (WHO), the United Nations (UN), and several of the highest ranking government and corporate officials concerning bioterrorism and attempts to commit mass murder. She has also prepared an injunction against forced vaccination which is being filed in America. These actions follow her charges filed in April against Baxter AG and Avir Green Hills Biotechnology of Austria for producing contaminated bird flu vaccine, alleging this was a deliberate act to cause and profit from a pandemic.
In her charges, Burgermeister presents evidence of acts of bioterrorism that is in violation of U.S. law by a group operating within the U.S. under the direction of international bankers who control the Federal Reserve, as well as WHO, UN and NATO. This bioterrorism is for the purpose of carrying out a mass genocide against the U.S. population by use of a genetically engineered flu pandemic virus with the intent of causing death. This group has annexed high government offices in the U.S.
Specifically, evidence is presented that the defendants, Barack Obama, President of the U.S, David Nabarro, UN System Coordinator for Influenza, Margaret Chan, Director-General of WHO, Kathleen Sibelius, Secretary of Department of Health and Human Services, Janet Napolitano, Secretary of Department of Homeland Security, David de Rotschild, banker, David Rockefeller, banker, George Soros, banker, Werner Faymann, Chancellor of Austria, and Alois Stoger, Austrian Health Minister, among others, are part of this international corporate criminal syndicate which has developed, produced, stockpiled and employed biological weapons to eliminate the population of the U.S. and other countries for financial and political gain.
The charges contend that these defendants conspired with each other and others to devise, fund and participate in the final phase of the implementation of a covert international bioweapons program involving the pharmaceutical companies Baxter and Novartis. They did this by bioengineering and then releasing lethal biological agents, specifically the "bird flu" virus and the "swine flu virus" in order to have a pretext to implement a forced mass vaccination program which would be the means of administering a toxic biological agent to cause death and injury to the people of the U.S. This action is in direct violation of the Biological Weapons Anti-terrorism Act.”
Interesting to note, too, is on the day of Michael Jackson’s assassination, the US Centers for Disease Control and Prevention reported that their mathematical models show over 1 million Americans have contracted swine flu and that of the 58,000 confirmed cases around the World the US has over half of them, and even worse, Emergency Containment Areas are now being reported being set up in that troubled country.
Sadly though, and with an acknowledgement that this World star had led a much troubled life, it can never be taken away from Michael Jackson the real love he had for all of humanity and best expressed by him in the chorus of his anthem to the human race, We Are The World:

The new TI Abuse Survey for July is here. I've added a "Voice to Skull" section in this one that I realized needed to have been in there. So far, it looks like interrogation is the most common Voice-to-Skull experience - 88%, followed by Threats - 77.7%

EMPOWERED INDIVIDUALS?
Here is an interesting email I received recently. What to call ourselves has been a topic of discussion for quite some time as noone I know relishes calling themselves a targeted individual.
This will make for an interesting topic of discussion:
Why do you allow the stalkers to define you by calling yourselves TI targeted individuals? Why not call yourselves VI - Victorous Individuals or Ei - Empowered Individuals or something like that. The Bible says that if we trust in God we can overcome adversity -- at the appointed time. Your thoughts?

TI EMIGRANTS
A few in our community have emigrated to other countries due to either resentment or seeking relief from OS/EH attacks or both. Recently, Regan formerly of the Phoenix area has emigrated to Canada after a wait of several years. When I talked to her a couple of weeks ago, she seemed ecstatic at the opportunity that had finally arrived. We all wish her well in her new location.
LAWSUIT UPDATE
We have heard from our lawyer Jon Wilson recently. And he and our paralegal, Lynn Weed are diligently working on our claim, which at this point is about 85% written. I have seen drafts from both Jon and Lynn and they both look very good. Jon is presently working on consolidating the two drafts. From all indications, we should be ready to file our case in court this year from within the next several weeks to 6 months.

On the heels of our last communication with our lawyer, we received his latest bill for $7000, which he says we can pay at $1000 installments. On Saturday, July 25, 2009, from 12:00pm to 6:00pm at Berkeley Community Media, 2239 Martin Luther King Jr. Way in Berkeley, California, there will be a special taping of Elizabeth Adams' TV show "America Needs to Know" in the large studio. For this taping Elizabeth wants to assemble as many TIs as possible into a panel to discuss OS/EH and related topics. Already we have at least 3 TIs who plan to come up from LA for this event and she hopes to have others participate from the greater San Francisco bay area, the Sacramento area, and beyond.
She plans to tape three episodes covering the following topics:
1. Organized stalking, COINTELPRO, electronic harassment, and victim experiences.
2. Directed energy related health effects, skin burns, heart attacks, and suicides.
3. Organized stalking and electronic harassment of TIs' children, including infants and teenagers, and sudden infant death syndrome.
Other topics that may be discussed include secret societies, the Bilderberg Group, Tri-Lateral Commission, Illuminati and the New World Order.
On the night before the event, Friday, July 24, Elizabeth has reserved the Banquet Room in Oakland's Jack London Square's Buttercup Restaurant, 229 Broadway, Oakland, CA 94607, (510) 444-2976, from 6:00pm to 8:30pm. This will be an opportunity for us to meet, order a reasonably priced dinner (~$10), and discuss the show.

For reference Elizabeth is producing a television show entitled "America Needs to Know" to be broadcast as one hour episodes on Berkeley community television beginning in July. She has scheduled 4 taping sessions for TIs to tell their stories. Dress professionally. We don't have to worry if we make a mistake because these are not live but just tapings and Elizabeth will edit them down into one-hour episodes, editing out any mistakes or non-credible sounding stuff. Still we should focus on sounding credible throughout so Elizabeth has as much material to work with as possible. Since we don't have any experts on this technology we're just going to discuss our personal experiences as victims. We'll appear on her show and discuss our targeting much as we do at the support meetings, on the conference calls, etc. You can choose whether or not you want to be on camera. Those who want to go public will be seated in front of the camera and those who wish to remain anonymous will be seated behind the camera so only their voices will be heard. We want to get as many different TIs as possible so we don't have to re-use TIs in subsequent tapings. More information about Elizabeth's television show is appended below. Court to Defendant: Stop Blasting That Man’s Mind!

Late last year, James Walbert went to court, to stop his former business associate from blasting him with mind-altering electromagnetic radiation. Walbert told the Sedgwick County, Kansas panel that Jeremiah Redford threatened him with “jolts of radiation” after a disagreement over a business deal. Later, Walbert, said, he began feeling electric shock sensations, hearing electronically generated tones, and getting popping and ringing sounds in his ears. On December 30th, the court decided in Walbert’s favor, and issued a first-of-its-kind order of protection, banning Redford from using “electronic means” to further harass Walbert. No, seriously.
I recently took part in a BBC Radio 4 program, which took a light-hearted look into the “the real Manchurian Candidate” — and examined whether there is any truth in stories of mind control. It gave me a chance to talk about exotic non-lethal weapon concepts like the so-called telepathic raygun, the system which beams sound directly into your skull, and the “voice of god” talking fireball. Most of these projects are just lab experiments, or examples of Powerpoint engineering. But in some legal, policy, and business circles, electromagnetic brain assaults are being taken seriously.
Walbert’s cause is supported by Jim Guest< /A>, a Republican member of the Missouri House of Representatives. He’s working on proposed legislation to addresses electronic harassment, including a bill against the forced implantation of RFID chips.
The U.N. is also now taking the possibility of electromagnetic terrorism against people seriously. And for the first time this year’s European Symposium on Non-lethal Weapons included a session on the social implications of non-lethal weapons, with specific reference to “privacy-invasive remote interrogation and behavioral influence applications.” Those who believe they are being targeted are getting a bit of official recognition.
For some, this opens up a new business opportunity. There are already quite a few companies out there offering “Technical Surveillance Counter Measures,” or sweeps to determine if you are the victim of electronic harassment. As well detecting the usual bugging devices, they can check if you are being covertly bombarded by microwaves which may be the cause of “headache, eye irritation, dizziness, nausea, skin rash, facial swelling, weakness, fatigue, pain in joints and/or muscles, buzzing/ringing in ears.”
Much of this trade may come from people with s ymptoms caused by something less exotic than high-tech military hardware. But companies will no doubt be willing to sell them expensive protection measures, anyway. And as awareness of these developing technology projects increases, we are likely to be hearing a lot more about “electronic harassment,” “gang stalking” and the like over the next few years.
And there is also likely to be what folklorists call “Ostension,” or acting out. Now that there are so many websites explaining how easy it is to harass people by zapping them with a modified microwave oven, sooner or later someone is bound to try it.
UPDATE: DYSFUNCTION IN NEW YORK STATE GOVERNMENT

ALBANY, N.Y. (AP) - Former New York City mayor Rudy Giuliani is
calling for a state constitutional convention to fix what he calls
New York's dysfunctional government.
Giuliani is making the case for a constitutional convention as
the state Senate remains mired in a power struggle that has halted
legislative action for more than two weeks.
A convention would give specially elected delegates broad powers
to change the rules controlling government in Albany. Staging a
convention would require approval from both the Legislature and the
state's voters.
Giuliani laid out his case in an opinion piece in The New York
Times on Wednesday. He says issues that could be brought up include
term limits, campaign finance reform and changes in the way New
York adopts its budget.

Russia’s FSB Reports Pop Icon Michael Jackson
Assassinated By CIA

FSB sources are reporting to President Medvedev today that American pop icon Michael Jackson was “most assuredly” assassinated by the US Central Intelligence Agency (CIA) after an examination of data transmitted by a Russian Military’s Kosmos 2450 satellite show “conclusively” that immediately prior to the music stars death in Los Angeles an electromagnetic pulse consistent in pattern to EMR weapons looted from the former Soviet Union by the United States was employed at the “exact coordinates” of the rock stars home.
To the type of technology being perfected by the US Military-Industrial Complex based upon former Soviet Union research used in these kinds of assassinations we can read about as reported by Cheryl Welsh, president, Citizens Against Human Rights Abuse, in her landmark 2001 report “Electromagnetic Radiation (EMR) Weapons: As Powerful As The Atomic Bomb”, and which says:
“A newly declassified U.S. Defense Intelligence Agency report says- extensive Soviet research into microwaves might lead to methods of causing disoriented human behavior, nerve disorders or even heart attacks.... A copy of the study was provided by the agency to The Associated Press in response to a request under the Freedom of Information Act. The Pentagon agency refused to release some portions of the study, saying they remain classified on national security grounds.”
Even more importantly, since Ms Welsh’s landmark report in 2001, the US has continued perfecting this insidious technology they’ve named Active Denial System (ADS), and as we can read as reported by New Scientist in their 2005 report titled “US Military seeks new non-lethal weapon; the prototype of the phaser?”, and which says:
“The US military is funding development of a weapon that delivers a bout of excruciating pain from up to 2 kilometres away. Intended for use against rioters, it is meant to leave victims unharmed. But pain researchers are furious that work aimed at controlling pain has been used to develop a weapon. And they fear that the technology will be used for torture.”
To the ‘final’ employment of these weapons [3rd photo, left] we can also read:
“In January 2007, Theodore Barna, an assistant deputy undersecretary of defense for advanced systems and concepts told Reuters that "We expect the services to add it to their tool kit. And that could happen as early as 2010”.
Apparently the military is still unsure about ADS after all the tests. Air Force Secretary Michael Wynne didn't help clarify the issue when he suggested that the military should use the “pain ray” at crowds in the United States before deploying it in Iraq. It would be hard to imagine that Americans would be feeling okay about trying such weapons on themselves even if they believe they are not lethal.
Wagner suggested a new nickname for the weapon; the “death ray”, since it’s well-known that exposing mammals to microwaves make them explode. He sent an email all around the U.S. in which he used a live example to prove his theory.”
To the reason behind the CIA needing to assassinate Michael Jackson, these reports continue, was an out of court settlement the pop icon signed with son of the king of Bahrain, Sheikh Abdullah bin Hamad al-Khalifa, this past November in London, and which stated, in part, that in exchange for millions of dollars previously lent to Mr. Jackson by the Sheikh, Mr. Jackson would allow his sold-out United Kingdom concerts to be a “platform” for warning the World of a soon to occur mass genocide event.
Both Michael Jackson and Sheikh Abdullah bin Hamad al-Khalifa have been long standing supporters of the fearless Austrian investigative journalist, Jane Burgermeister, who is warning the world that the greatest crime in the history of humanity is underway, and as we can read:
“Jane Burgermeister has recently filed criminal charges with the FBI against the World Health Organization (WHO), the United Nations (UN), and several of the highest ranking government and corporate officials concerning bioterrorism and attempts to commit mass murder. She has also prepared an injunction against forced vaccination which is being filed in America. These actions follow her charges filed in April against Baxter AG and Avir Green Hills Biotechnology of Austria for producing contaminated bird flu vaccine, alleging this was a deliberate act to cause and profit from a pandemic.
In her charges, Burgermeister presents evidence of acts of bioterrorism that is in violation of U.S. law by a group operating within the U.S. under the direction of international bankers who control the Federal Reserve, as well as WHO, UN and NATO. This bioterrorism is for the purpose of carrying out a mass genocide against the U.S. population by use of a genetically engineered flu pandemic virus with the intent of causing death. This group has annexed high government offices in the U.S.
Specifically, evidence is presented that the defendants, Barack Obama, President of the U.S, David Nabarro, UN System Coordinator for Influenza, Margaret Chan, Director-General of WHO, Kathleen Sibelius, Secretary of Department of Health and Human Services, Janet Napolitano, Secretary of Department of Homeland Security, David de Rotschild, banker, David Rockefeller, banker, George Soros, banker, Werner Faymann, Chancellor of Austria, and Alois Stoger, Austrian Health Minister, among others, are part of this international corporate criminal syndicate which has developed, produced, stockpiled and employed biological weapons to eliminate the population of the U.S. and other countries for financial and political gain.
The charges contend that these defendants conspired with each other and others to devise, fund and participate in the final phase of the implementation of a covert international bioweapons program involving the pharmaceutical companies Baxter and Novartis. They did this by bioengineering and then releasing lethal biological agents, specifically the "bird flu" virus and the "swine flu virus" in order to have a pretext to implement a forced mass vaccination program which would be the means of administering a toxic biological agent to cause death and injury to the people of the U.S. This action is in direct violation of the Biological Weapons Anti-terrorism Act.”
Interesting to note, too, is on the day of Michael Jackson’s assassination, the US Centers for Disease Control and Prevention reported that their mathematical models show over 1 million Americans have contracted swine flu and that of the 58,000 confirmed cases around the World the US has over half of them, and even worse, Emergency Containment Areas are now being reported being set up in that troubled country.
Sadly though, and with an acknowledgement that this World star had led a much troubled life, it can never be taken away from Michael Jackson the real love he had for all of humanity and best expressed by him in the chorus of his anthem to the human race, We Are The World:

MIND CONTROL: PARANOID DELUSIONS OR FRIGHTENING REALITY? with the Late Dr. Eldon Byrd. Eldon Byrd had a BS in Electrical Engineering from Purdue and MS Medical Engineering from the George Washington University. Several of his work assignments were on Navy and Marine projects as TRIDENT, POLARIS ICBM, SALT I, Chief of Engineer of the World Dolphin Research Foundation, US Marine Corps Electromagnetic Non-lethal Weapons Development Project, Cryogenics Engineer, Project Manager of the Navy Metal Matrix Composites Program. He was a retired Naval officer. President of three corporations. Mentioned in the American Men of Science. Eldon Byrd who worked for Naval Surface Weapons, Office of Non-Lethal Weapons, was commissioned in 1981 to develop electromagnetic devices for purposes including "riot control," clandestine operations and hostage removal. In the context of a controversy over reproductive hazards to Video Display Terminal (VDT) operators, he wrote of alterations in brain function of animals exposed to low intensity fields. Offspring of exposed animals "exhibited a drastic degradation of intelligence later in life ... couldn't learn easy tasks ... indicating a very definite and irreversible damage to the central nervous system of the fetus." With VDT operators exposed to weak fields, there have been clusters of miscarriages and birth defects (With evidence of central nervous system damage to the fetus). Byrd also wrote of experiments where behavior of animals was controlled by exposure to weak electromagnetic fields. "At a certain frequency and power intensity, they could make the animal purr, lay down and roll over." From 1980 to 1983, Eldon Byrd ran the Marine Corps Nonlethal Electromagnetic Weapons project. He concluded the following: "By using very low frequency electromagnetic radiation-the waves way below radio frequencies on the electromagnetic spectrum-he found he could induce the brain to release behavior-regulating chemicals. "We could put animals into a stupor," he says, by hitting them with these frequencies. "we got chick brains-in vitro-to dump 80 percent of the natural opiods in their brains," Byrd says. He even ran a small project that used magnetic fields to cause certain brain cells in rats to release histamine. In humans, this would cause instant flu-like symptoms and produce nausea." As a program manager, he conducted non-lethal warfare briefings at the highest levels of government including the White House Staff, National Security Council, Members of Congress, Director of Central Intelligence, and senior Defense officials. He also met with heads of industry, and presented at academic institutions, including Columbia, Harvard and MIT. Dr. Alexander organized and chaired the first five major conferences on non-lethal warfare and served as a US delegate to four NATO studies on the topic. As a member of the Council on Foreign Relations non-lethal warfare study, he was instrumental in influencing the report that is credited with causing the Department of Defense to create a formal Non-Lethal Weapons Policy in July 1996.
